We are pleased to host Ian Duncan, actuary, entrepreneur, and adjunct professor at the University of California, Santa Barbara. Ian will share insights on the cost of end-of-life care, innovations in managing these expenses, and approaches to supporting dignity and quality in the final stages of life.

Following his presentation, Ian will be joined by:

  • Sarah Leong, Ministry of Health
  • Dr Carol Tan, geriatrician with extensive experience across the continuum of care

The panel discussion will focus on the Singapore context and will be moderated by Charlene Lee from the Actuarial Society, a seasoned health actuary with deep expertise in public health.

SPEAKER/PANELLIST

Ian Duncan, PhD FSA FIA FCIA FCA CSPA MAAA
Dr. Duncan is an experienced health actuary (FIA, FSA) and an Adjunct Professor of Actuarial Statistics at the University of California Santa Barbara.  He has founded or co-founded 5 healthcare analytics companies, including Santa Barbara Actuaries Inc., which merged with Arbital Health in December 2023, and to which he remains an advisor.  Dr. Duncan holds a graduate degree in economics from Balliol College, Oxford and a PhD in Statistics from Heriot-Watt University, Edinburgh, Scotland, where his topic included modeling survival at end-of-life.

Sarah Leong, Director of the Finance Partnerships and Governance division | Ministry of Health
Ms Sarah Leong is the Director for the Finance Partnerships and Governance division, which is part of the Healthcare Finance Group at the Ministry of Health Singapore. Prior to her current role, she was heavily involved in strategic planning work for MOH, coordinating the national COVID-19 response strategy as part of the Multiagency Ministerial Taskforce (MTF) Secretariat, and in the execution of Singapore's COVID-19 vaccines and therapeutics strategy. She has spent most ofher career in the healthcare sector, and has worked in areas such as services planning for hospital-based services, foreign manpower medical and accommodation and healthcare finance. She continues to be energised by the mission to improve Singapore's healthcare system and fascinated by the ever evolving puzzle of public health.

Geriatrician who also served as a policy maker, insurance development and service planner for ageing populations.
