Afternoon Forum | SAS Health Innovation Series 5th Edition
Purposeful Risk Equalisation in Health Insurance - Learnings from Australia
The session will explore the mechanics and impact of Australia’s risk equalisation system in private health insurance.
What Works:
- Promotes equity through community rating by compensating insurers for high-risk members.
- Supports market stability and discourages risk selection.
What Doesn’t:
- Limited adjustment factors (mainly age and high-cost claims) overlook chronic conditions and broader health risks.
- Potential misalignment with preventive care incentives.
- Complexity reduces transparency.
Agenda:
- General introduction to the Australian system
- General overview of the biggest challenges faced by the Australian system
- Summary of the Risk Equalization project and proposal for change
- Reflection on “If change is so obvious why the stuckness?”
- Discussion -How to trigger change? What’s our role as actuaries and academics?
Lunch will be provided.
