Indonesia's Evolving Health System: Public Reform, Private Insurance, and Market Dynamics
Indonesia presents a unique and dynamic healthcare landscape, achieving near-universal coverage (99% of the 283 million population) through its massive single-payer system, BPJS Kesehatan. However, the market is currently undergoing a critical structural shift with the full implementation of KRIS (Standard Inpatient Class), which standardizes public hospital wards. This session will analyze how this public reform is creating a significant supply-side shock in private hospital capacity, driving middle-class demand for private "top-up" insurance while simultaneously fueling double-digit medical inflation.
Beyond the public sector, we will examine the private market's decisive migration from investment-linked riders toward high-limit standalone "As-Charged" plans. Crucially, we will dissect the actuarial implications of the new POJK 36/2025 regulation, which now governs the cost-sharing (copayments) and strengthens medical governance to stabilize loss ratios. Facing a projected 18% medical trend rate, this presentation equips actuarial professionals with essential insights into pricing, risk management, and operational strategies for long-term sustainability in Indonesia's newly restructured healthcare ecosystem.

Yohan Dharmawan | Head of Proposition and Group Business Chief Underwriting Officer | Zurich Life Indonesia
Yohan Dharmawan currently serves as Head of Proposition and Group Business Chief Underwriting Officer at Zurich Life Indonesia, where he leads the strategic direction of product development, pricing, and underwriting across the life and health portfolios. Previously, he was the company's Chief Life Actuary, successfully championing the transition to IFRS17.
Yohan is a Fellow of the Society of Actuaries (FSA) and a Fellow of the Society of Actuaries of Indonesia (FSAI). With over 13 years of diverse experience spanning pricing, product development, valuation, and risk management, he brings deep technical expertise to his leadership roles.
He has been a member of the SOA Greater Asia Committee since 2023 and holds both a Bachelor and Master of Science from Institut Teknologi Bandung.
