Back in October 2013, the International Association of Insurance Supervisors (IAIS) announced its plan to develop a comprehensive group-wide supervisory and regulatory framework for Internationally Active Insurance Groups (IAIGs).

 

This framework is known as the risk­based global Insurance Capital Standard (ICS). Over the years, the IAIS has conducted multiple quantitative field testing exercises in the development of the ICS, and has reached out to various stakeholders, and engaged in public consultations on ICS matters. ICS Version 2.0 is scheduled to be developed by late 2019.

 

Within the IAIS, the Capital Solvency and Field Testing Working Group (CSFWG) has the mandate to develop the ICS. The CSFWG will be in Singapore in May as it continues its good work. The Monetary Authority of Singapore (MAS) is heavily involved in this project and currently holds the Vice-chair of the CSFWG.

 

MAS reached out to the Singapore Actuarial Society (SAS) to host a Forum for the CSFWG to make presentations to SAS members and other practitioners in the insurance industry, to promote
local awareness of the ICS. The SAS is honoured to welcome such a distinguished panel of speakers to update participants on this important development in the enhancement of the financial security of insurers worldwide:

  • Chair of the CSFWG, Mr. Paolo Cadoni from the Bank of England;
  • Vice­chair of the CSFWG, Mr Gilbert Chin from MAS;
  • Vice­chair of the CSFWG, Mr Sanders Shaffer from the Federal Reserve Bank of Boston, USA; and
  • Senior Policy Adviser within the IAIS, Ms Danita Pattemore.
