SAS’ disciplinary scheme (“DS”) plays an important role in how the SAS upholds the standards and reputation of the profession.  It has been almost twenty years since the SAS’ DS was last updated.  A Task Force was therefore set up in April to propose a new DS for SAS.

SAS used the guidelines published by the International Actuarial Association as a starting point to ensure that we have considered all the key elements that a DS should contain.  We have also made reference to the practices of major actuarial associations around the world, and the disciplinary frameworks of other regulated professions in Singapore.

In the proposed DS that we are now opening for consultation, improvements have been made to the independence of decision-making bodies, measures to address conflict of interest, and clarity on operational rules.

The consultation package consists of the following documents:

• Existing DS
• The new proposed DS
• Consequential amendments to the Constitution: For members who have been convicted by the Court for serious crimes, a process for immediate termination of membership has been added as there is limited value-add for SAS to re-trial the case using the DS procedure.

• Mapping of existing and proposed DS to IAA’s guidance
• Powerpoint deck explaining key areas of change
• Response template 

Please send your feedback to the secretariat (secretariat@actuaries.org.sg) using the response template by 30 Oct 2026 (Fri).  The Task Force will update the draft DS based on feedback received during this consultation process and potential concurrent review by external legal counsel, before seeking Council’s endorsement and presenting it for approval at the upcoming AGM.
