Topic: “Breast Cancer Screening and Genetic Testing in Singapore: Population Impact, Costs, and Policy Trade-offs, presented by Konrad Kuc, FSAS, FASSA.

Public discussion in Singapore has raised questions about whether health insurance should cover genetic testing for breast-cancer susceptibility. This presentation synthesises public data to assess the population and cost impact of enhanced screening and BRCA gene testing, finding that improved mammography participation offers the greatest population-level benefit, while genetic testing is most relevant for targeted high-risk groups. SPEAKER

Konrad Kuc, FSAS, FASSA

Konrad is a health actuary and founder of InHealthSights, a Singapore-based consultancy specialising in healthcare financing, data systems, and applied analytics for organisations involved in funding care. His recent work includes analyses of breast cancer screening, genetic testing, societal protection gaps, and the financing implications of precision medicine.

Beyond research, InHealthSights develops system infrastructure to support secure and scalable analytics. This includes privacy preserving cloud platforms for data onboarding, forecasting models, pricing engines, and decision support tools used across the insurance and health sectors. These systems also integrate AI into operational and IT coding workflows while maintaining strong privacy protections.

Previously, Konrad spent a decade in reinsurance across Asia and global markets, leading regional health actuarial teams and directing the development of a multi region health data warehouse. He has lectured the Actuarial Healthcare Specialist Topic and contributed to professional examinations. His work centres on using data and practical system design to support sustainable, equitable healthcare financing.
